We've apparently already invented a time machine that can go back into the past, and the one person known to do it, just happens to show up in Charlie Chaplin's THE CIRCUS. Here's the video. After you're done, scroll down to hear what I think.

So now for my side.
First off, the she looks like a he. The nose is huge and when s/he turns to look at the camera, s/he has wrinkles like a man, the face just has a "manly" appearance.
The feet are almost as big (or bigger) than the man in front of him/her.
The hand holding whatever it is (or pretending to) looks unrealistically large.
The clothing looks like the women's fashions in 1928 and it seems a little behind in style, but this will help with my next theory.
It's just a hobo. With the slightly outdated clothes, and the recession, it makes sense. It could easily be a hobo who's talking to themselves. Phones were invented then and so it would just be like a little kid copying they're parents talking on the old-fashioned phones they had then. The guy who created Cellphones was born in 1928 (coincidence??) and so they wouldn't have been invented. There is no shadow on the face from a cellphone, but from the hand. So it couldn't have been there. Everything has a shadow, remember???
